It's possible but you would need an extensions and it *might* work. See below.

Also, under "Manage attachment extension groups", what exactly is the "Special Category?" It only has one, "images", it doesn't seem to be configurable, i.e. I can't create these categories, and it's not clear to me that it does anything.

All files with the exception of images are served with the mime type application/octet-stream which is generic and the default behavior of most browsers will be to download the file. Images are served with correct mime type so the browser displays them. This is all hardcoded.

This is why an extension *might* work. Behavior of the browser with embedded .pdf using mime type application/octet-stream may not work.
